Frisan was a Moff of the Galactic Empire who served as the governor of the Outer Rim Candoras sector, which included the planets of Poln Major and Poln Minor. They designed an emergency safe room underneath their palace on Poln Major. By 0 ABY, Frisan had been succeeded by Governor Bidor Ferrouz. Emperor's Hand Mara Jade speculated that the Moff was fond of tunnels as their safe room contained several corridors and tunnels.
