Hallen was a male crime lord living during the Cold War. He was imprisoned on Belsavis by the Galactic Republic, but around 3641 BBY managed to hire a smuggler to deliver to him drills for use in escape. However, the smuggler got shot down over Belsavis prison, leaving a message to his partner Rachel to try and deliver the drills to Hallen for payment. This never came to pass, as the drills were destroyed by a Republic citizen.
