Hazar Yupcavage served as a sergeant in the Galactic Empire and as a Regional Director of the Imperial Corrections Service. In 1 BBY, corrections service warden Bissley Kloth of the Imperial prison barge Purge wrote a message to inform Yupcavage of a situation aboard the barge. The warden detailed Purge's thrusters failing and the subsequent infection of most inmates and staff aboard the barge with a virus that unbeknowngst to Kloth, was Imperial bioweapons Project I71A.

Kloth reported the only information he could gather from the infected crew was the word "Blackwing"—the project's codename. The warden then informed Yupcavage that he had followed the standard operating procedure and put Purge under quarentine. Kloth thanked Yupcavage for their understanding in advance. The message was later recovered and released in the interest of galactic scholarship when Purge was discovered in the Unknown Regions after the virus killed and reanimated the majority of Purge crew and inmates.
