Koyi Kobad was a female Twi'lek permitor working in Depatar. She was affiliated to the House Pthen and specialized in guiding customers to luxury business and getting them permits to enjoy their stay in Depatar.
In 31 BBY, Kobad approached a landing ship, hoping that the visitors would hire her to assist with their permits. Other prospectives included Furran, Gusimin the Honest, Maltok and Sadana. All of them were disappointed to discover that they had already hired Fot Ducela.
