Norve-Gloss was a senator who served the Galactic Republic in the Galactic Senate and later the Galactic Empire in the Imperial Senate. During the Clone Wars between the Galactic Republic and the Confederacy of Independent Systems, Norve-Gloss was part of the Delegation of 2,000. Around 19 BBY, when Senator Mon Mothma presented ideas about the new legislation she intended to propose, which aimed at reducing Galactic Emperor Sheev Palpatine's power, Norve-Gloss initially had doubts about the bill but later helped Mothma gather support for it.
