Pel Kwinn was a Human male, orginially from the planet Corellia, who served as a police officer with the Coruscant Security Force on the planet Coruscant. BY 19 BBY, Kwinn, who had achieved the rank of Lieutenant, retired from the police force and returned to his homeworld. Roughly a year later, Prefect Pol Haus issued a Coruscant Security Force uniform to the Jedi Knight Jax Pavan who assumed Kwinn's identity in order to infiltrate the headquarters of the Imperial Security Bureau on Coruscant.
