Pensar Luc was a Moff of the Galactic Empire who was appointed governor of the Ciutric Hegemony just after the Declaration of a New Order. Reform-minded, he was committed to clearing up piracy and smuggling in the sector and removing corruption in the Axxila antipirate fleet. Luc hand-picked trustworthy officers from the antipirate fleet, including veterans of the Ciutric Planetary Security Forces, to staff a new task force in the Hegemony, which provided a major boost to the early career of Firmus Piett.
