Tully Owens was the chief mechanic operating the docking piers in Cjaalysce'I on the planet Socorro. Owens was also responsible for overseeing the production lines for the Caelli-Merced Syndicate. A former smuggler, Owens was renowned for his engineering prowess, jury-rigging ion drives and overhauling battery weapon emplacements. He was recruited into Caelli-Merced by Tait Ransom and soon proved his worth.
