This Mos Eisley beggar was one of the spaceport's many destitute citizens forced to live in the streets and beg for money.
The Human beggar was present in the streets of the spaceport when Obi-Wan Kenobi, Luke Skywalker, C-3PO and R2-D2 passed by on their way to Docking Bay 94 and the Millennium Falcon shortly before the Battle of Yavin. Moments later, a contingent of Imperial stormtroopers marched by to intercept Kenobi and the others.
