Vel Jyc Boer was a master designer of an unknown species from Iokath who designed SCORPIO. Vel Jyc Boer felt the species the designer belonged to was in decline and only felt joy reminiscing of the designer's creations from long ago. Resentful of both the species' current state and their own current life, Vel Jyc Boer recorded their private contemplation of unleashing their species designs' on Iokath itself.
