Operation: Blackout was a covert Imperial Intelligence operation carried out by the agent codenamed Cipher Nine on the planet Balmorra during the Hunt for the Eagle. In the wake of a terrorist attack that claimed the lives of over three thousand people on the Imperial flagship Dominator, Cipher Nine was ordered to infiltrate the Balmorran resistance and eliminate the cell's leader, Gray Star, who had supplied recruits and training to the terrorist network of the Eagle.
