During 3 ABY, the Imperial Governor Thorden staged a plot along with Crimson Dawn and the Pyke Syndicate traitor Tizlak Sharr to ovethrow the Pyke Syndicate underboss Gorak Palas, in attempt to seize control over the moon of Toshara.
Frustrated over Palas' denial to fund his gambling schemes, the Pyke Syndicate advisor Tizlak Sharr would work with Governor Thorden as a spy, allowing them and Crimson Dawn to gain power on the moon. However, Palas, after discovering the presence of an unknown traitor, attempted to hire the outlaw Kay Vess to thwart the plot.
