The Homestead Act was a decree issued by the Republic Ministry of Economic Development that incentivized travel to the Outer Rim Territories, where the Galactic Republic would supply the settlers with supplies, in the hopes that these new worlds would join the Republic. The settlers would also give the Republic a percentage of resources collected from these planets.
