The transit tax was a controversial bill proposed by the Coruscant Ministry of Ingress and approved by the Galactic Senate in 22 BBY during the Separatist Crisis. It forced all travelers going to Coruscant to pay a fifteen per cent levy on top of the price of their ticket.

The transit tax made it difficult for refugees to go to Coruscant, the capital of the Galactic Republic. It was also seen as a way of making a profit from the poorest folk in the galaxy. Senator Bail Organa of Alderaan was vocally critical of the transit tax.

Soon after the passage of the transit tax, the Coruscant Ministry of Ingress instituted severe restrictions on immigration. These new measures included the necessity to carry a confusing range of documents. Many of these were simply unobtainable by normal citizens, effectively making legal entry onto Coruscant impossible.
