Balmorran puppet government was the government set up by the reconstituted Sith Empire on the planet Balmorra after their victory over the Galactic Republic during the Great Galactic War. The government was made up of local collaborators who helped the Imperial forces in conquering the largest factory world in the galaxy. The positions in governmental institutions and nationalized factories/plants were forms of reward for their "loyal" service for the empire. The puppet government was much hated by the Balmorran resistance, because many of its members had been involved in war crimes resulting even in the death of innocent civilian population.

During the Cold War and Galactic War there was spy network of secret collaborators working for the Sith Empire and its puppet government against the resistance movement. The list containing the names of these traitors was a vital objective for the Balmorran resistance war effort.

Brel Orus was one of the most notorious corporate managers who were rewarded with a cushy position in the puppet government for his collaboration.
