The Hutt Aviation Authority, or simply the HAA, had the duty of regulating and certifying vehicles within the scope of the Hutt Cartel to be airworthy. They had a reputation for low standards when certifying aircraft, which was made note of in 22 BBY by clone commando RC-1309 while at the Fleet Support Air Station on the Outer Rim planet Ord Mantell, when he observed a Nar Shaddaa agri-utility crop sprayer that appeared to be in danger of falling apart.
