The Imperial chain code program was created and managed by Vice Admiral Edmon Rampart to implement the nascent Galactic Empire's version of chain codes, biometric information that was carried by citizens. Later, Rampart was subsequently left in charge of Project War-Mantle, and being the new Governor of Kamino by his superior Governor Wilhuff Tarkin.
