The InterStellar Regulators were a mercenary organization during the time of the Cold War and Galactic War, second only to prominent Mandalorian clans as one of the most successful and well-equipped mercenary outfits of its era, with a string of successful military campaigns on countless neutral worlds. The Regulators accepted an exclusive contract to serve as the military and police force of Makeb, located on the edge of Hutt Space, in 3648 BBY.

Ten years later, the Hutt Cartel prepared for its takeover of Makeb, and bribed several high-ranking officers of the Regulators to aid them in staging a coup. Many rank-and-file members refused to betray the people they had been hired to protect, but ended up being executed by their former comrades or fleeing the planet.

The vast majority of them were wiped out by the Sith Empire to prevent the Regulators leaking information about the Empire's involvement on Makeb. They used their laser drills to destabilize locations where the mercenaries were stationed, burying them in magma and rubble.
