The Hutts established a government sometime following the Battle of Endor. Even though the government gave Hutt dealings some pretense of legitimacy, it used organized crime to rule like its disorganized cartel predecessor.
Despite this, the Hutts were considered a galactic power until 26 ABY when it was pushed out of Hutt Space by the Yuuzhan Vong after being overrun during their invasion.
