The Electrical Capacitance Shield, worn around the waist, absorbed and stored electrical energy directed at the user, which was then released slowly over a period of time, dissipating harmlessly. The manner of release generated vibrations along the inside edge of the shield, giving it the less than complimentary nickname, "The Tingler."
