The Noonar Confederacy was a government based on the planet Noonar that controlled a key stretch of territory between the Galactic Republic and the Sith Empire during the Cold War. A pacifist and neutral state, the Confederacy was nonetheless convinced by one of the galactic powers to allow temporary access to its territory for what they believed to be nonmilitary purposes.
