Public Safety Initiative

The Public Safety Initiative was a government program that was instituted by Imperial Governor Thorden sometime before or during 3 ABY. on Toshara, a moon in the Outer Rim Territories. The program involved adding stricter regulations to merchants in Mirogana, the capital city, as well as a twenty percent tax.

By 3 ABY, an individual owing 715 credits as a result of the tax received a message stating that failure to pay could result in high–interest fines, seizure of property, and/or imprisonment. A datapad which included this message was on a rock formation next to a crashed TIE/ln space superiority starfighter in the Southern Falls region of Toshara.
