Stratocracy

Stratocracy was a form of government headed by military chiefs. Although the Galactic Empire did not start off as a stratocracy, it had, by the time of the Battle of Scarif, gradually evolved into one as the power of the Imperial Senate waned. Moffs, who were selected to govern galactic sectors or individual planets for the Empire, served both as politicians and military officers as they held not only political authority but also were granted considerable power over formations of the Imperial Military.
