The holding room of the second Death Star was a waiting area that was connected to Emperor Palpatine's throne room by an elevator. The officers, dignitaries, and Imperial Ruling Council members waiting for an audience with Palpatine had to remain in that room until their master was willing to see them. At one point, even Darth Vader, the Emperor's right hand, was forced to wait in the holding room, much to his frustration.
