During the High Republic Era, the Galactic Republic had a frontier office in Black Spire Outpost's spaceport, which acted as the planetary authority. In 382 BBY, when a human, a Lutrillian and their leader attempted to commandeer Sky Graf's minicruiser, the Brightbird, Jedi Padawan Rooper Nitani suggested to take the conflict to the Republic frontier office, with the goons refusing since they didn't want to trouble everyone with officials.
