An ion cell was a form of power source that could be used in ion blaster and in electro-shock prods. It could be recharged from time to time.
During 3 ABY, the Quarren rogue merchant Shuma sold the ion cells on various worlds from her Sienar-Chall Utilipede Transport for 250 credits. During the same year, a Jawa on Tatooine named Pinota Pakinota was willing to trade ion cells for enhanced durasteel hull.
Kay Vess used ion cells to modify her VM-19 heavy blaster pistol and construct an electro-shock prod in 3 ABY.
When Kazuda Xiono was impersonating a First Order technician aboard the Titan, during 34 ABY, he carried a datapad listing open work orders. The sixth point on the list, which was written in Aurebesh, involved recharging ion cells.
