Bentu Pall Tarlen was the head of the Imperial Center Construction Contracts Division around 3.5 ABY. He had contacts with Xizor, and provided him information on how to get in on buying possible construction contracts.
Tarlen oversaw bidding on project contracts and had the final say on evaluating the lowest bidder. He was corrupt, and favored some firms: Core Construction, Durasteel Corporation and Hightower Conglomerate making sure they got the major contracts. Tarlen was one of the few beings aware that they were fronts of the Black Sun, and informed the criminal Empire about their competitors's bids. Black Sun made profit thanks to cost overruns.
He, with other representatives and officials, met with Xizor in his palace for business discussions, while Leia Organa was prisoner there.
