Horley was a Human male smuggler who lived at Fort Nowhere on Ruusan during the Galactic Civil War.
One day in 5 ABY, he was serving as sentry to the town when Carole Grawley called, asking the whereabouts of her husband Grif who didn't return home; that night Grif showed up, entering the town on foot. Asking about the mayor, Horley directed him to the Smuggler's Rest. He was puzzled when Grif said that soon the mayor will have more trouble from the Empire than he already had.
Horley was killed in an ensuing battle on the planet.
