Kara Xoo was a female Quarren member of the Nihil. By the time of the Battle of Kur, she held the rank of Storm in Kassav's Tempest, commanding her own unit. After the Strikes Gwishi and Klinith Da, members of Xoo's unit, were captured after a skirmish on the moon Wevo, she decided to take revenge by attacking the planet Dalna. Xoo commanded the starship Poisoned Barb.
Following the disappearance and presumed death of Pan Eyta during a failed raid on the Cyclor Shipyards, Xoo was promoted, taking Eyta's place as the third Tempest Runner of the Nihil.
