Pratari Cinn was a Twi'lek male black marketeer operating in the Outer Rim's Parmel sector by 10 ABY. He gained a reputation for the fast pace at which he moved his goods. Around 10 ABY, Cinn was documented on a TracSheet file used by the Galactic Empire, which listed several of his crimes, including the sale of illegal weaponry, possession and distribution of illegal goods, violations of customs excise laws, and more.
