Tynnra Pamlo was a human female politician who represented her homeworld of Taris in the Imperial Senate during the Galactic Empire Era while also being a member of the Alliance to Restore the Republic's Civil Government as Minister of Education. In the early days of the Empire, Pamlo, along with other senators who shared her views, notably Bail Organa of Alderaan and Riyo Chuchi of Pantora, opposed the Imperial Defense Recruitment Bill, Pamlo due to finding other matters plaguing the galaxy following the end of the Clone Wars more concerning. Despite their efforts, this faction received pushback when Emperor Sheev Palpatine himself appeared before the Senate and announced his support of the bill.
In the years that followed, Pamlo came to join the burgeoning resistance against the Empire, despite serving the fascist government in a position of power. She secretly worked and collaborated closely with the Rebel Alliance Intelligence Service, receiving reports detailing atrocities committed by the Empire and likewise working alongside Airen Cracken to release counterpropaganda in hopes of gaining sympathy from other resistance groups. Though an opponent to Emperor Palpatine, Pamlo was hesitant to risk full-scale war against the Empire, not wanting the blood of her homeworld to be on her hands.
Alliance High Command eventually discovered the existence of the Death Star, an Imperial superweapon with the capacity of destroying an entire planet, thanks to missions carried out by a group of rebels led by Jyn Erso and Cassian Andor. Erso tried to rally High Command into an attempt at stealing the Death Star plans from the Citadel Tower on Scarif but was opposed by the likes of Pamlo, who deemed the mission too dangerous to approve. Jyn, however, took a band of rebels calling themselves "Rogue One" and successfully assaulted the security complex where the plans were kept anyway, while Pamlo, meanwhile, publicly decried the Imperial battle station on Coruscant and resigned her Senate seat.
