Zaffa was a Devaronian female Hetzalian government counselor to Minister Zeffren Ecka of the Outer Rim Territories' Hetzal system. In 232 BBY, the Devaronian was present on the star system's capital of Hetzal Prime and reported to Ecka when hyperspace anomalies threatened Hetzal's facilities, subsequently—and hesitantly—ordering a system-wide evacuation under the minister's command.
