The Governor of Naboo chaired the Royal Advisory Council of Naboo. They were tasked with overseeing all matters brought to the monarch's attention and dealt directly with town governing officials and regional representatives in day-to-day administration.

Sio Bibble served as Governor of Naboo during the invasion of Naboo by the Trade Federation. He had been elected prior to the rule of Queen Amidala, and continued to serve Amidala's successors, including Queens Réillata, Jamillia, and Neeyutnee. Upon Bibble's retirement from the position around the end of the Clone Wars, former handmaiden and representative in the legislative assembly Saché was heavily favored to win the election, but it was cancelled by the new Galactic Empire, with Quarsh Panaka instead being appointed Moff of the planet.

In the immediate aftermath of the Battle of Endor, Donta Gesset occupied the since-restored office.
