This mark was a Sith tattoo worn on a forehead of a Shadow Hand. The mark was worn by the Shadow Hand of the Dark Lord of the Sith Exar Kun—Ulic Qel-Droma. In 3997 BBY, the spirit of a Dark Lord of the Sith Marka Ragnos branded Kun with the mark of a Dark Lord and Qel-Droma with that of a Shadow Hand.
