The construction of power and governmental balance was a speech given by New Republic Chief of State Mon Mothma to the New Republic Senate. In the speech, Mothma recounted a common joke from her time in the Imperial Senate that said she was obsessed with trying to save the Galactic Empire from Emperor Sheev Palpatine. In 35 ABY, the historian Beaumont Kin mentioned the speech in his book The Rise and Fall of the Galactic Empire.
