Efflan Jor was a member of the InterStellar Regulators during the time of the Conquest of Makeb in 3638 BBY. He reprimanded Pree Bandari for losing the access codes to the Hutt Embassy in Talaos City and provided Bandri with a new set of codes on a strict condition that they would be memorized and the original message deleted.
