The High Court was the judiciary body on the planet Kegan. The High Court, run by Judgment Guides wearing red tunics, met in the coliseum of the Gathering Circle at the center of the city of Kegan. Although Kegan was a mostly peaceful society, the Enforcement Guides and Security Guides were willing to use force if necessary to keep peace among the Keganites.
