Judgment Guides were the primary judicial rulers of the planet Kegan. Judgment Guides oversaw matters in the High Court, meeting in the coliseum of the Gathering Circle at the center of the city of Kegan. They fell under the control of the Benevolent Guides, and their uniforms included red tunics.
