A kleptocracy was a system of government in which those in power were thieves. Not long after the formation of the Galactic Empire, in 19 BBY, Senator Mon Mothma felt that the new administration's policies consisted of kleptocratic economics and populist scaremongering. When conversing with her colleague, Senator Lud Marroi, Mothma reiterated her negative opinions to him, noting her dislike for Emperor Palpatine's policies. By 5 ABY, the planet of Tei-Untis was run by such a government.
