The Strategic Planning Forum was located on the Verpine's base on the asteroid Nickel One in the Roche system. During the Second Battle of Roche, the Moffs of the Imperial Remnant used it as a meeting place, where they were attacked by a team of Mandalorians. The fight ultimately led to Darth Caedus dueling his sister Jaina Solo in the shot up forum.
