Victory Without War was a campaign launched by Emperor Jagged Fel to peacefully spread the influence of the Fel Empire, providing aid to people and planets ruined by the Yuuzhan Vong War. One of its programs was the Imperial Mission. Both Jagged Fel's son and grandson continued the program during their reigns, despite opposition from militarist and conservative Moffs like Geist.

The Victory Without War program continued after the Sith–Imperial War and the rise of Darth Krayt's Galactic Empire, despite the One Sith in control. After Krayt's death, it was discontinued by Krayt successor, Darth Wyyrlok, who favoured the traditional Code of the Sith instead.
